Domain age of min 4 years. Page Rank of actual page were links are placed on to be minimum PR3. No more than 25 OBL per page. No footer or blog roll links.No blog links. No directories. All links to be placed in content in relevant text. Links to be text only, do follow and permanent. I have numerous websites and this will be steady ongoing work but you really need to be an expert link builder. Before hiring I will need a test project of 2- 3 links created which meet this criteria. Are you looking for a link broker to help you buy links or a link builder to help you build them? If it is the latter- good luck finding non-blog PR3+ pages that are dofollow, have less than 25 obl, and are dmoz/yahoo listed. No blogs/directories leaves forums and static pages essentially. You can't place links on most static pages unless you illegally inject them or buy them. And forums you'd only meet that criteria if you post on old threads that have pr which would be hard to find in itself.
Your requirements are quiet weird so in short it is very difficult to find such pages where your link can be placed...
