That means that keyword's position will no longer be based solely on a keyword's bid like the old yahoo's system. With the new yahoo panama, your keyword's position will no longer be based with your BID only, ad quality is already a factor. Optimize your AD to get a good KW position. Part of optimizing your ad is to include the keyword both on your ad's title and description, and of course the landing page

Quality Index applies only to U.S. advertisers and international advertisers in the U.S. marketplace because an ad's ranking in the U.S. marketplace is determined by bid amount and ad quality. To improve your Quality Index, focus on making your ads as compelling as possible (while keeping the ad very relevant to the keyword and landing page), so that users will be more likely to click on them, thereby possibly increasing click-through rate.
