Most of directories in the list doesn't allow you to submit your site?

This is from the first directory in "Quality Free directory list":
"Submissions are closed for the Holidays Happy New Year back next year on 15 january or so Thanks and regards"

This list i posted sometime ago why do you copu paste and post something that i posted long time ago ?

 

The list is fine. However, is there a way people can rate these directories - in terms of ease of submission, timely approval and pagerank. If someone can up up with a record of what happened to their submission, it will be great.
