the main procedure is to find the Do follow, High quality, High PR, related sites/ Blogs atnd then trying to create link with them. it can be done by blog commenting , guest writing etc.

Not only blog commenting is enough. For more quality backlinks forum is more better way.You should to post in relevant authority forums because they are more better for quality backlinks.

I am trying to tell you it by giving a daily life example:-

In daily life example knowing 1000 of low grade people is back link and knowing only one person (like Vijay Malya or like Amitabh Bacchan or Barak Obama) is quality back link.

 

I think Every theme base and high Pr backlinks are quality back links. These type of links are very useful for get ranking.
