An easy old school way of getting edu/gov backlinks is by contacting the site in question (and I mean, CALL them on the phone) and offer a shit-hot article relating to something on the site. You may want to have this article professionally written, thats up to you. However, you will have a link in that article. Of course, you can distribute this article to several .edu/gov sites as well, (again, by calling them ON THE PHONE). Not to mention, you can re-write the article a few times over.
