    Need some idea where i can find good quality back link to boost my site SERP.

    Directory ? paid and free version.
    Press release ?
    Linkwheel ?
    Article submission ?
    any more technique and where ? i don't mind paying and only try to target local SE :)

    Linkwheel? That's a total no no! Participating in linkwheel is blackhat. It can hurt your ranking. Do link exchanges manually.

    if u want quality backlink u should offer quality backlinks first
    article submission , press release will be good but no linkwheel ,it's bad.

    Definitely try gaining backlinks by way of article marketing and Press releases.

    This is the way I go about getting my backlinks and I have plenty upon plenty. My customers seem to like it as well.

    Google take much care about considering links from articles , directory sites as backlinks...

    But Still Google believes Press release sites as quality sites.

    Especially if any press release appearing in Google news get more consideration.

    You can try search on your local search engine and contact those top websites that is related to your keywords to give a link for you. Maybe, purchasing a link from them. Other than that, I suggest blog commenting on dofollow blogs.

    Personally I use Free Traffic System; which allows me to post articles that get me up to 60 one way links back to my site. It's slow but works as for instance, my halloween related site got a PR3 in less than three months just by submitting a few articles to the system and submitting the site to five directories.

    I have to say this halloween site was online for two years but in a directory of a sub-domain of my main domain and, while getting 2,000 average visitors per day (between august and november) never got even a PR1!

    I moved the entire site to its own domain three months ago and from zero the site went to PR3 without losing a single visitor.

    I also used Free Traffic System for another sub-domain of my main site which is now PR2 and gets a lot of daily visits after more than one year with no PR and visitors at all.

    All in all, I use the system for several other sites of mine and have to say that even if some of them are PR0 they get more and more visitors.

    The system adds your spinned articles slowly to other blogs. Free members get 60 backlinks, but there's an option to upgrade and get a lot more links.

    I also tried social bookmarking but think it's worthless as it only drives traffic for a short period and then, you have to re-social bookmark.

    Yeah. Doing Article Submission on high PR site is best. Do forum participation and Comment posting on Dofollow blogs.

    I suggest you best way is Article submission and another way is do follow forums if you post in relevant category!!!
    also best quality back links get from via do follow blog commenting!!!
