qooy.com script problem

    Hi !
    I have qooy.com script and when I try to upload file it show's me error
    Forbidden

You don't have permission to access /cgi/ubr_upload.pl on this server.
    Code (markup):
    I uploaded it in binary and set the chmod to 755 (but even with 777 doesn't work) whole script is in main domain.
    Where can be the problem ?
