Yes, it is illegal. This not right way to put the adsense ads. Please put the original ads without any frame or graphics border.

When reviewing your Adsense placement you have to take two things in consideration:
1) Putting a picture next to Adsense is against Google's policy. There should be a distinction that the picture is not part of the adverts such as a line or a reasonable amount of space.
2) You can make so that the adverts are to blend in with the page design. Think to yourself that as long as none of the adverts design are in a way saying “click on my ads” or tricking people into thinking the adverts are part of the images or content of the site, there should be no problem.

In your case I would say there are no problem in such adjustment as it is just a simple amount of blending.
