Sure it's legit. But it all depends on what you have in mind.

Generally not a good idea, there are so many other ways to market your products/services...

If you purchased visitors, what would you want to come out of it? I am assuming you would obviously want higher traffic to your site and increase conversion rate. I am interested in learning why you want to purchase visitors. Perhaps someone can chime in on how purchasing visitors has helped them in marketing their site? Or Whether it was a waste of money? I am sure a lot is dependent on the Niche.

Would be to increase impressions for a page. There are BH methods that need impressions to offset other tactics being used.

You basically need a certain number of visitors per day to adjust CTR banner rates.

Yes, it is bad news. Instead use SEO and genuine tactics.

Paying for visitors is the worst thing you can do. These visitors are usually paid to visit your website, with no intention of buy your products/services.

Paid traffic ROI is bad. It is complete waste of bandwidth. It is better to invest your money in few good links.

Purchasing traffic is not a good investment. Since these visitors were forced to your site, they normally just leave without doing anything.

Sometimes the purchased traffic comes from sites that load 20+ advertiser sites in a very small iFrame. These people never see your site, but it does count as a "visit."

I recently bought about 20K uniques from a "visit-seller" website...
They didn't lie, 20K uniques came to my websites...
Nevertheless, I made 0$ from AdSense.
    Well, better luck next time

I've tried it, and while it worked and I got a lot more hits, the traffic wasn't quality traffic. I'd rather have fewer hits and have the traffic be high quality, then get a ton of hits where people just look at my site for 30 seconds or less.

gotta agree with everyone, you get the visitors, but they stay like 30 secs and then never come back. better off investing in some seo

I have tried this in the past, when I first started out. It is a complete waste of money - the visitors are not targeted, and could care less about what you are offering anyway. Additionally, this can even create negative goodwill for your brand, as the impressions are usually delivered via pop-up or -under ads.
