Wonder why do sites like text-link-ads . com have a PR7. Aren't these sites first to be blacklisted by google?

Buying links is advertising, google won't ban you for advertising on other sites. If you get banned for advertising then you in deep %*^&. how on earth will you get traffic, Google is bluffing on that one. ;)

Well there are websites that have been totally banned by google. One of my websites got totally banged by Google, and it was out of the SERPs, and the biggest pain was that 95% of traffic was come from Google.

You can get caught by selling links. For example - Text Link Ads have been penalized and dropped out of Google. It can happen and it happens. You just got to be careful with it, there are ways how to sell links without getting slapped.

    All the best,

Like everything else Google does, it does it automatically by algorithms. They don't have staff trawling the net, looking for sites to ban.
