Hey Overclock, It looks like adcenter is open to a few different countries. I know that their promotions for the free credits is only good for the US, but if you go here: https://adcenter.microsoft.com/customer/SignupPreview.aspx?adv_market=en-us&s_int=118 You can see that there are several choices for your home country when signing up. Looks like Canada, US, UK, Singapore, and France are the choices right now, but you may want to email them to ask if they accept sign ups from other countries.
