Can anyone tell me how they like Publisher over adwords? Is the payout better? Its still in Beta i understand?
The Good: Better rates. (That's about it.) The Bad: Poor ad targeting. (Atrocious is more the right word.) They're still in beta. (I mean, seriously, it's been two years.) No International traffic. (Get too much int'l traffic and they'll cancel your account.) US Publishers only. (Although I've heard that some Canadian and UK publishers have gotten in.) Summary: Although the ads usually don't match your site's content, you can get away with getting a lot less clicks and still make more than Adsense.

Dude, he is talking about YPN. As you can tell, he is either mentally challenged or doesn't speak english very well. What he meant was the difference between publisher (Yahoo Publisher Network) or adwords (Google Adsense).
This is because YPN displays ads based on the amount the advertiser bids, and not the quality of ads (Google displays by both), but this should change in February.
That's part of it, but it's also because YPN is still new and they're giving away the store (that is, the lion's share of the profits) to publishers in order to generate good word of mouth and cut into Adsense's profit shares. The more publishers they have, the less Adsense has, so it's in their best interest to make themselves appear the best choice for publishers.

It takes a while for Yahoo to let people into YPN. I would suggest not submitting multiple times unless they have already gotten back to you. Wait a few months, then get back to them.
YPN also automatically does not count it if you click your own ads by mistake. They have a system in place according to them so you don't have to call/email them and tell them about it. Something else good. They have not displayed ONE BIG AD in a leaderboard like Adsense does sometimes. Also they don't change the Ads by Yahoo to make the "yahoo" stand out like google does sometimes.
