Are Publisher Network and Google Adsense contextual advertising? Also, is it true that Yahoo does not accept anyone outside of the U.S. from joining? I just wanted to know so that in case Adsense bans me I can have an alternative.
You could always read the terms of service. It clearly answers your questions. YPN is a poor alternative to Adsense as they can't target ads. I'm also finding that YPN is hanging my sites as the ads wait to be loaded. then some days certain ad blocks do not display anything at all.
I think publisher network was too hard to deal with compared to adsense. However, it seems more contextual alternatives are coming out and there are several forums here discussing them. T
YPN is meant for USA. You may try chitika, but it shows ads in US and Canada. Clicksor and adbrite are good too.
You can't really compare the two of them .. If you want an alternative for adsense, it can be adbrite or bedvertiser .. not yahoo ads ..
YPN is horrible, I hate to say it but it's true. They are very behind in their placement and work on the program, and I wouldn't recommend applying. Microsoft has a program similar to AdSense, currently in beta now called Microsoft PubCenter. I would recommend applying there, they have always paid me on time and decent CPC as well
The Google Ads displayed above are sample ads, based on standard AdSense targeting and filtering. All Adsense publishers have the option of filtering ads to fine-tune the selection of advertisements on their page. Therefore you may find that the ads in the preview tool do not exactly correspond to the ads on the page. Notwithstanding the Terms of Use, you agree to use the Adsense Preview Tool solely to manage your Adsense account or as part of a good faith evaluation of the Google Adsense Program to help you determine whether to enroll as an Adsense Publisher. You may not use the Adsense Preview Tool in any manner that could damage, disable, overburden, or impair any Google Services.
only draw back with ypn is ..they accept only us residents....not sure how it works, but i think it is good...

Yahoo doesnt really do that good in publish network area. It is hardly used by webmasters most will prefer google its much easier, pays better.
