Depends what you want the forum for. If you intend to make some sort of money from it then I would suggest searching Google to see what is popular at the moment. Or make a forum something to do with a hobby or interest that you have.
It depends on your target of visitors. For example if you want to attract the professionals go with some kind of software related topics or some knowledge based forums. If your target is women visitors, then you can go for shopping(will be definitely big hit) related, health related, or some kind fashion or beauty, etc. Decide what you actually want to do. So that you can get an idea.
Yes Iam agree with aparajitha. Its totally depend upon you. But I think SEO Discussion is the best topic to start a forum.
I am not too sure whether people intend to visit new Webmasters forums or not. Webmaster forums like DP, WarriorForum (to name a few) etc are there that are already highly established. You have to come up with something special when you considering something related to SEO, SMO. Making money online is really really competitive niche. Unless you invest thousands of dollars per month it is hard to stand. Some other niches will be better IMO.
Why dont you start a forum on a subject that you have some idea about say like a hobby or interest but why just narrow it down to just a forum ??? trying to run a forum on a subject that you have no idea seems pointless really.
