Public Service Ads & Blocking Other Ads

Hello all,

Is it true that you don't get paid for clicks on public service ads?

Have google ever tried to or will release a way that people can block certain ads from showing on their adsense? Instead of using the usual way of blocking by URLs which is quite tedious?

Is there a way i can specifiy certain keywords to display ads for when I setup an add? I ask, this because my websites content is mostly user generated and what they write will usually have nothing to do with the ads i need to be displayed? I guess there is no way since i haven't noticed anything on google adsense page. I hope they develop a tool for this though.
