From purely CPM perspective, $0.10 for 1.3k impression means a CPM rate of around $0.08 - which is not bad. But taking in to consideration the number of clicks generated, it seems pretty poor.

BTW your CTR is much higher than the general standards, can you reveal how are you generating so many clicks? I get no more than 4-5 clicks from 1000 organic visitors.

That is indeed to high CTR, are you sure you are not misleading your visitors by incorrectly placing the download link to close to your ads?
Even if the ad networks policy allow you to place it anywhere on the site. You still have to analyze what you are doing.

Lets take it from a visitors perspective, if the person accidentally clicked on an advertised link he or she will hit the back button very quickly. Especially if the linked content has nothing to do with the downloaded content.
I'm not saying you are misleading visitors, im merely assessing your current information. Please do correct me if i'm wrong.

If this is correct than the way to optimize the quality of your CTR is to place it in such a way that the visitor wants to click knowing its advertised. Same niche advertising is the first step.
