Can PTC sites not use PayPal at all? What's all that about? Anything you can do to talk to PayPal to have it be allowed if it's not?

I'm probably wrong, but I think it's because PTC sites are often scams.

What has to be verified by PayPal? The site?

What if it's a site that has a PTC section?

Months ago I contacted Paypal about PTC sites and they told me the only issue was upgraded accounts, referral purchases as well as multilevel referrals which most PTC sites don't have anyway.

So basically in order for your PTC site to be completely in PayPal's TOS you can't have member upgrades of referral purchases.

In addition they said if you submit your site before officially launching they will work with you to bring into compliance.

    Hope this was helpful

Just drop an email to paypal asking about the permission to use paypal as a payment option in PTC section or PTC website.

Right, but it's against the forum rules. It's been reported, let's move on.
