Sorry, I do not fully understand - this site allows users to manage PTC accounts from other sites? Can you explain a bit better?

 

This is a refback offer provider. So basically - you add a website to site list then users join in thru the system and click as your referrals. You - pay them for being their referrals , you actually pay for every click . But it's up to you to decide how much click is worth at each site.
