I have used Yummycss.com in the past and although it's quite expensive, they did the job well. Other than that, I've found the most effective way to get a website coded is from someone who is experienced in other areas too - like the person who designed the layout you want coded or an all round web developer because they're usually clued up as to what looks good and what doesn't.
