Buying PSD to XHTML/CSS Coders

My web design/development business is growing at a very exponential rate and I cannot take on all the work myself.

I have 1 project that needs to be done in a few hours, and honestly there is not much left to it. I've sliced 6 psd's into w3c validated transitional html/css, the only thing really that is needed is to add a graphic to the menu nav on mouse hover. I'll provide the PSD's and the htm/css/images that I've already done, just finish up the job and that's it.

BESIDES this 1 project, I need someone who will be reliable and willing to take as many psd's as I can throw at them. I don't care where you live, however you need to be RELIABLE and be able to be contacted, communication is VERY important.

Let me know if you are interested and then we can discuss rates.

I still need someone, most of the people that I hired failed on me. I need someone who is able to do the following:

PSD to any CMS (Joomla, WP, Expression Engine are the most common)
    PSD to static XHTML/CSS
Validated W3C (must know transitional and strict)
browser compatibility (IE7/8, FF, Safari, Opera, Chrome & Mac Safari/FF) -Normally when you validate according to transitional/strict this solves 99% of the issues besides IE of course
SEO optimized code (knowing how to properly place header tags, p tags etc...)
    jQuery knowledge helpful
Hand coding (no dreamweaver please, I don't need newbies)

I need you to give me a price per PSD design (home page for example)
