Hi, I recently coded psd to wordpress for my photography blog. My css/html code is very logical, I use good semantics, and my css is also clean and optimized. You can check it here: www.sandrophoto.com - also the custom functionality you see on the page is custom coded by me in php (although you could probably snoop around for plugins with similar functionality). Anyhow, I'm good at this. But I'm not sure if I can do it for cheap. Coding takes valuable time I could spend doing some other interesting projects. p.s. two page theme I can probably code for 300$. But it depends what exactly you want, some designs might be trickier and require clever solutions. Also if you need cross-browser compatibility like ie7 etc I will charge extra. If design requires hacking the wp core files or creating custom functions it will cost extra again. In other words, I can't give you exact quote without seeing the designs themselves.
