Buying PSD to Wordpress. Need a Professional Coder

Hello,

I am looking for something to convert a PSD template to a WordPress theme.

The deals page and the auto transport page will use the same format as the About page. I will provide the information and designs when necessary.

I need:

• Someone who is professional, speaks English well, works quickly but efficiently
• The theme to be easily editable by someone who is new to the platform. So any future modifications to areas should be easy to make
• The form from the front page, should transfer the entered contents to the "get a quote" page, and pre-fill the contents
• Rollovers on the Twitter / FB icons
• The background behind the man should expand with screen size without losing quality. I can provide any size background that you request
• There are mini quote forms on some pages on the right that should lead to the Get a Quote page
• There is a mini navigation on the about us page, which should alter the content on that page only
• 2 "contact forms" on "Get a Quote" and "Contact Us"
• If possible, I would like to have the "Customer Feedback" area, easily editable, where I could add new testimonials and so they would rotate
• The the theme should be responsive

I will provide you with EXACT details on what you need to include on each page. If I haven't mentioned it already, it's probably just basic coding that you can see yoruself. I will provide any designs (like rollovers, etc) or anything else that you may need. If all my directions are followed, this project should be completed very quickly.
