Buying PSD to HTML Services

Hey,
I need reliable PSD to HTML services. I am really busy with my projects so need this service regularly. I know the market price it costs $10-$15 /page including the js. So that will be my budget.

--> Code should be table less
--> Min Use of images (Most of the things now can be done by css3)
--> Min use of inline css
--> Validated Code
