For the login aspect you can use joomla and the AEC component which will do what you want (both are free). Otherwise you will need to buy a membershipscript of some sort, there are plenty out there you just need to research them.
For the PSD to HTML you might want to post in the Buy, Sell, Trade section of this forum, more people go there.
you can do it yourself from PhotoShop use the slice tool to slice your design as you like, from file save for web and you get a .html output file with sliced images, go and edit the html with any html editor like expression web
