Proxy Visit Tracking - Good or Bad?

I was reading about how the usage of proxies for fraud is skyrocketing, and I was wondering, is it ok for me to put a tracker in? I mean, not directly, but it'll track where they go, and store the URL (md5'd) plus the IP and time in a database, that way, if any fraud originates on the server, the url that was used can be throwing into a md5 generator, and then queried in the db, and the culprit IP found, without a problem, is this ok?
It means that they are still anonymous, because I'm not going to go through decoding md5, but then the proxy owners are more safe from legal implications?

Would like to hear any thoughts or feelings on this :)

If you state that in your terms of service and your privacy policy, then you have no problem.
