As you can see below there is certainly a category to submit too... Though if you check here: http://aproxylist.com/free-proxies/free-web-proxies.html Your chances of getting listed are not so hot. DMOZ has around a dozen listings for proxy sites, yet there are hundreds of proxies. So if you dont have something "new" to offer, then your chances are likely slim to none (though maybe you could buy a link?)
Gosh you are being sneaky like Julian and trying to trick webmasters. You should really tell them that if they try and buy their way into the directory they will get ripped off or banned or both. My you two are such little wags.
When there are hundreds of sites out there on a given topic yet only ten listed it makes one think there could be a reason. With all the signs of paid submissions one may be lead to the conclusion that reason could very well be people are not getting listed because they are not paying. After all, with 750,000 editors I'd hope that the place would get updated more.

Um, not sure, maybe, perhaps not. Actually I think you would find that many, many editors agree that they should not be there. I seem to recall recent statements from Skrenta (Newhoo/ODP and Topix founder) the original Topix concept lead to some fairly crappy content. There is a little human input into their inclusion in that editors are free to delete Topix links that are dubious. I have deleted a few over the years.
From what I know about proxy sites are pretty much throw away sites as they are quickly banned by schools and libraries. So I don't see it fitting into DMOZ as sites should be established and have some future.
