I just found Directory for Proxy Sites, maybe this can be useful for Web Proxy to promote their web, I just check it but they required to Reciprocal link as Owners Verification (maybe to avoid unwanted spam submission)

That site looks neglected and definitely initiated by someone who have
very little if at all ideas about directories in general.

And what is that "High PR Directories" is all about?
