Proxies and Video sites' High CTR

I have seen quite a number of proxy sites, video sites etc, so I wondering..

Many of these sites just plainly surround their search box, search button, play buttons, 'Next' and 'Previous' buttons with adsense ads. Of course, this also means that the chances that audience click on these ads are significantly higher.

Is this actually okay with Google? More often than not, most of these clicks would be due to 'mistake' clicking rather than purposeful one. I know, while navigating some of the sites.

That's how these sites get their higher CTR too, isn't it?

Another quick question. Can a site just plainly pluck youtube videos and add adsense to their sites? Would such videos be seen as rightful content too?

I would agree on the fact of being in 'good' position, but isn't this inviting the possibility of click fraud?

I guess it really depends on how you look at it.

Personally I think that they are not telling people to click it and they are not doing it themselves so other than that it is not fraud.

I hate to see that google allows this type of advertising... It's obvious that they are trying to increase "accidental" clicks.

Well people place ads next to Navigation links and blend them in so. This could be the same type of thing.
