i dont think so. an quite good it magzine ceated an unique ad (a single keyword, not used on other pages) and a page about this topic to display there on ad. they had this page for a few weeks without any clicks, and then clicked this ad 150 times at one day - so everyone can see a big spark in stats between normal days with 0 clicks and the one 150 clicks day. then the "advertiser" send a mail like "he, our monthly budget is gone in just one day - can u please see if there is some fraud?" to google, but nothing happend. no money back, no mail from google.
