    Hi,

I am wondering how can I protect myself and investment if I hire a foreign programmer to create a custom program for me?

More specific, lets say I advance funds to the programmer to begin work, and it never gets done, is there a site like PayPal (I know that PayPal doesn't refund for software/intangibles) that would refund the funds in the event that software is not what was agreed upon or, simply does not get done?

    Regards,

I do not believe you can protect yourself when dealing with foreign business.

Business is about Risks, known and unknown..(risk profile) The question you should ask yourself is .. If they did take my idea and offer it as well.. Is the market large enough for 2 and can you offer other services that make your product better then your competition.

Almost every business has a competitor.. stand out.. you will get the sales.. ( Unique selling Proposition- UPS)
