... The Proposal . To create 1-2 datacenters for tests , so when they do an update to roll it on these datacenters first so we can see what ranks are coming , for a month or so. From this we (webmasters) and google will benefit and of course Google searchers . Of course they do lots of tests before making an update live but imagine lots of webmaters checking their serps and in case of a problem to notify google via a form , this way they will get better sets of problems they have . And maybe we will have a better search engine and less surpises like what is happening now .

I don't think that will help because a lot of things changes in one month..and showing one month old data is actually not such a good idea IMO.
I mean to have 2 permanent DCs which show future rankings not old and in case of a problem webmasters to notify google .
When you say future ranking.. that is actually 'the current' ranking.. and if google takes time to put them (lets say a month) on other datacenters..it would be one month old data..
Despite what might be reported from time to time, Google is more interested in preventing SEO, not helping it. More than likely Google is three or four steps ahead of folks in forums in what they are trying to accomplish. While many here and other places say Google is broken, more than likely that is good news for them that webmasters can't figure out what they are really up to right now. Remember that there is a love/hate relationship between Google and most professional webmasters and in reality that’s the way it should be if they are going to keep their SE under their own control and not others who make their living from gaming the Google results.
