Proper way of getting more back links?

So, what is the actual "proper" way of getting more back links? I am willing to buy some, or pay someone some money to post links here and there.. Just don't know where to begin and who to contact.

Seek out sites and or blogs in collateral or vertical markets and go the guest blog post route. This is proper seo. Not the silliness listed thus far in the thread. Folks never learn around here.

Buying link might not considered as "proper" way.
The proper way is spend your time on the content, marketing it and get natural link like what Wikipedia did.
However, when go to link building, I wouldn't say which type of backlink is good or bad because backlink is still backlink, the major consideration is on the website, as long as the website/forum/directory/blog is quality site, go ahead
Many people say directory are dead just because most the directory are crap nowadays, if you can get backlink from quality directory like dmoz, it still helps alot, it is better that get thousand backlink from those crap directory

You could always try some of the top social bookmarking sites like Digg and Reddit, if you would like to outsource it, you can always try Fiverr

 

Instead of buying the links you must do the normal off page optimization of the website.
