Well concept of your website could be simmilar to Ehow.com, and for promotion you can use Yahoo answer, social Bookmarking, Blog Commenting, and if you are wiling to spend some $$ then PPC could be good option as well.

Participate to various dofollow forums and blogs related to your site. Be visible and sensible in your postings to earn credibility that would gain positive insights to your site.

Here's a thought...get off your ass and do the work, instead of asking something you already know the answers to.

I would use press releases to promote your site. It is fast and free.

I am not sure if ppc would be good unless you are thinking that you will be monetizing enough to pay for a marketing campaign. It may be better to stick with free marketing IE link exchange, blog commenting, forum posting, article writing, directory submission, press releases, social bookmarking, social sites such as twitter myspace face book, and email marketing though this usually is spam. Another thing you could do is start a blog and make sure to shoot plenty of backlinks to your site.

You can go to ehow or something like that and write short articles that contain tips. Then in the end you can write down "for more tips go to (yoursite.com)".

    Something like that ;)

goodmast3r, don't underestimate the power of well-written and smartly published press release. If you have something newsworthy to say, of course ;).

You could try out Twitter, it's great if you get good at it and understand how to market it well, Facebook would probably work quite nicely as well to be honest. Although I think Yahoo! Answers would probably work, but not as well as some other methods. It's a case of trying and seeing what works for you.

You need to put in more content on your site and update it regularly so that people will see something new everyday.

Or you might want to make any of the website content to be randomly displayed on the homepage so that people will see something new everyday.

As for the promotion, I think you can try writing one controversial how to article and submit it to social bookmark sites and attract their attention :) You might be lucky and get on the homepage.

And I agree with what @phang said, get someone to write & distribute a press release for you. That will help to build your website's reputation
