It might be worth contacting some sites that deal with the similar topics, or topics connected with SQL (e.g PHP web application development) and asking if they'll link to you. You could also write some tutorials that deal with some of the less widely covered issues to give people a reason to link to you.
the firs thing that comes to mind when you say tech site is, digg.com. I plan to build a tech website-diffrent from yours-and one way i was thinking of promotion is digg.com. dont do it to much and get banned but participate in diggs system and through your site out there. get your site on the front page. it could expload your site, but probaly not, youl definatly need other methods of promotion.
