    You need to find them on your own forum. Send a note to your more dedicated members, or start a thread asking for assistance in promoting your board. You may get some members to step up.

    Out of 1000 members (200 active) I got only 4 members... but I have increased that to 8 through asking for article writers and newsletter writers.

    Just wanted to add:

    The "quality" of a forum can also go a long way just by itself... Or said another way if you do all those things but your community of poor quality then all those things are worthless in the long run.
