Buying Promote Our Contest

I am looking to run a contest on our site and would like someone that is capable enough to successfully promote our contest.

The prize is $1000 cash. The expectation is about 100 entries. Contest would run for 21 days.

Please let me know what you would charge to promote the contest and how you would go about promoting it. I would be looking for something a little more then just forum signatures. Spending a little bit of money for promotion would be fine with me if that is required, just let me know your budget for this.
