directory submissions will not bring targetted traffic they only help in PR improvement. Try link exchanges with other sites in you niche and then join few celebrities/sports forum and ask them to upload picture in your website. join teen groups/forum and ask them to use you site. Becareful about pornographic content users may upload and you should not endup putting adsense in those pages. SO use adsense in index page and adbrite in pages where photos are displayed.
