I'm sorry but the only person that might be willing to take on that design for that price will either be very inexperienced and not able to complete the project or feeling very generous. As Whiesky said please re-check your budget somewhere in the $250 - $500 range.
May I know which one do you think is hard to do on that design? Take a deeper look. At first glance it is hard but technically, it is easier that you think it is.
Custom news header, multiple sidebars, ad management, tabbed menu in main content area, featured video would all require custom control pages in the admin area unless you feel like editing template pages every time you want to change something. A custom latest posts widget would be required to format the output the way shown in the design. You also have not shown designs for the inner pages, or for the blog. That is just what I noticed from scanning the document.
@Feral - does the custom header that hard? does the sidebars that hard? Which sidebar is hard? Is it the Ads? If the ads, we can simple use the "random ads" or "adsense optimizer" plugin . And if you're also talking with the "SideNotes", we can simply put a 1 post category with 3 entries to be there. Featured Video - will be a widget or a video plugin. And for the tab menu - use Jquery tabs. I can't see any hard work on that. It is really easy than it looks. Maybe you're just new into PSD to Wordpress.

mrphp, you seem to be failing to see the point that we are trying to make. We are not talking about how "hard" any of it is to do. The time, effort and experience that is needed to code the template is worth more then what you are offering.
I asked what is hard on your end and you replied. Well if they don't have any experience then don't bother as I can't pay their learning time. Coz that learning time will take them a lot of time to complete it. Let me breakdown the work. $10-15 = for the psd to xhtml/css (its a fair price in here) $15 = for the template to be integrate into wordpress. Now if they know 'how to' the easy way coz the content blocks are already there in wordpress and and the jquery tabs UI can be download from the jquery website and i think it is really easy based from my experience but if they don't know what they're doing and they're asking to pay their learning time then I can't allow that. Once the template is done, a guy who knows how to integrate wordpress "well", it will only take less than an hour. I proved that on myself. I pay based on the hour only for the integration and if you ask me how about the hour used in psd to xhtml/css, well it seems here that $10-15 for psd to xhtml/css is fair here. Anyway, someone (from Romania) already working on it and he do agree with me.

I'm not going to try and get into a pissing match with you, going by "breakdown" of the work and price you obviously either don't have any real idea of how much the average prices are for a freelance job, or simply don't respect developers enough to offer a decent price. I am glad that you found someone to take on your job for the price you where offering, I just hope you don't get what you pay for in the end.

I think that your client website, then you came here asking other to do you work, with little price $50, then the rest absorb by you freely, I don't think that really wise decision.

Yeah, that business, but reasonable with what you ask for, other also in this "business". As said about, it should range $250-500, not killer market price "$50" that you offer. If you think can find $50 for that work, good luck.
Then why do you want us to do business literally for free? I don't think any coder will touch that for $50 .....
