Are you trying to get your ranking up in search engines? If so, this isn't the way. The search engines wouldn't really care. They only look at what's on your page and backlinks. Getting a million visitors a day to a page that says "Hi" won't raise your search engine ranking. If your site is involved in any affiliates CPM programs, they'll mst likely ban you.
Search for alexa booster or something.. Why do you want to have a program that visits your website? It will only bring up your hosting bills.
There are many such programs. A simple PHP script with a file_get_contents() to your site that is run by cron every five minutes would do what you have said. Why do you want to do this?
What do you need from these 'programs' that visit your website so frequently? Are you looking for something like an uptime monitor that would inform you when your website goes down? If that's the case, there's www.alertra.com or www.siteuptime.com
I don't think it is a good idea, but you made me think about a neat idea. What if there were a way to combine chatter bot technology with that of a search engine to create an advanced AI digital advisor? I know that is a bit off topic but, this AI could visit your site, read information, and make decisions based on it. Of course this technology is science fiction right now.

Tricking the SE's is definitely not the way to get high rankings - most probably you get penalized or even banned. Here is what I suggest to move up the SE's: * Pick a narrow niche where you won't face too much competition, but which is still profitable. * Build a site with many valuable content pages - if you don't provide value, people will quickly leave your site and probably never return again. * Each page should be optimized for one specific keyword that fits the theme of your niche. * Keep the optimization simple: use your keyword in the TITLE-, META Description- and META Keyword tag. Use it in your headline, the first and las paragraph, in your links and try to use it a few times in the rest of your body text - but don't exaggerate, keep it real. * Get some incoming links from quality sites: Directories like ZEAL and DMOZ and others with a high PR, links from other sites in your niche. * Consider also to submit articles (including a resource box with a link back to your site) to various directories and posting to forums. Still, don't expect huge things to happen within a few days or weeks. Generating targeted traffic and getting high rankings takes quite a lot of time and work and unfort. there aren't any miracolous secrets. Hope that helps
