programming mouse to drag and drop

Can HTML or PHP be used to program mouse imputes like drag and drop or is another programming language needed like Flashes ActionScript?

AJAX is not a programming language. You need JavaScript for the drag and drop effect.

 

Any idea how easy JavaScript is to learn compared to ActionScript?
