Programmers! Help me Throttle my Linux Hosted Outgoing SMTP

I need someone good with Linux OS hosting to write up and install a code on my server to throttle the outgoing emails I send.

Can you provide the following information:
All outgoing mail? Or just from a certain php script mailer?
What mailer daemon do you use? Exim?
Is this on a shared host, VPS, or a dedicated host?
Do you use a management script such as Cpanel?
Do you have ssh access?
