Programmer needed for e-commerce website

I'm looking for a programmer to create a solution for the following requirements:

- People can sign up for an account (with a signup fee)
- Once a registered member, can submit slogans that would be visible to the general public
- Some slogans would be in a restricted section where you have to be over 18 to view them
- The public can buy products (stickers/iron on transfers) with those slogans on them
- The creator of the slogan would get a commission off the sale
