Programmer needed for a simple script

I need a script that would enable a family member, who can't even spell FTP, to upload files to a web site.

A simple user interface would have maybe 5 little browse windows that would enable the user to browse for the local files.

I would also like the user to have the ability to enter the destination URL.
Assume that all the files will go to one destination each time. I would also
like a configuration file to have a default value for the destination, if the user does not enter a destination. The config file would also store the user name
and password for one or more sites.

This is a very simple project if you know what you're doing.
