It will take 2 to 3 days for designing the theme and 2 days for coding the theme. My charges for coding and designing one theme is $300 to $400 with no credits to me, ready for resale. I am using latest html5/css3 coding standards with code optimized for performance. When i code i provide 2 versions, one with proper commenting to html and css, so that its easy for editing and modifying. I also provide a minified, compressed version ready to deploy that is optimized for speed. All css, javascripts are compressed, minified and concatenated in this version. Theme will be supported for versions above ie7, ff, opera, chrome and safari. Code will be validated. I use jquery and ajax to make the user interface smooth and polished.
