I dunno about the hosting (doesn't that completely depend on what country you're in?) but a search through the forums for things like "best editor" will find many many threads on web dev software people like, places to get tutorials, etc.
I wouldn't use a WYSIWYG editor for HTML. (what you see is what you get). I would learn html/css first, and then go from there using notepad.
