Not very specific to India but PayPal is very very problematic in nature for below reason.

Reason: It accepts merchants to start their business with them with out asking any documents during set up time. And all of a sudden when you have to withdraw money, then it asks for documents which were not agreed to submit to PayPal at the time of account creation. This is really an offence I believe. Ask me why? If it requires document, why was it not made mandatory at the beginning. I am not just talking in air.

You can see below post by user "baranmod" in this category.
Post: "Paypal is killing me" by baranmod

He is selling some digital goods on net and all of a sudden PayPal is asking for tracking document. Had it been mentioned in a mail to him stating unless he has tracking document he is not allowed to sell, he would not have had sold them. Its just a PayPal monopoly driving people crazy.

Lets not entertain PayPal any more. Try for something else like moneybookers (this has set up fee) or transecute.com (no set up fee) pay.in (will be comming soon in a month or two by india.resellerclub.com with out set up fee).

I feel so bad every time any merchant suffocate because of PayPal unethical/immoral acts.

Just try to avoid PayPal to save yourself from such miserable situations. Try to encourage your end customer to use other payment methods by offering some discounts when they use other payment methods.

Be wise and avoid bad times.

I think if you link credit card, you can purchase anything using PayPal. I read many places where people linked their debit card like SBI Gold Card and some other cards like ICICI. But I am not sure on that. I had mixed experience with that. This means same Andhra bank debit card I could link (three yrs back), but same could not later after verified by visa came in to picture. But I cant say its because of verified by visa only. Anyways... if you manage to link any card, its not big deal to buy using paypal.

Coming to "we can not keep balance in paypal account". This is one of the very interesting point I observed with PayPal in recent days and lately in this or other place some one was saying its not NOT because RBI told to PayPal that they cant hold public money. But its because RBI did not agreed PayPal to hold public money with out paying interest for it. It sounds realistic after observing RBI strict rules imposed on Banks to pay reasonable interest rates to public even on their savings accounts. This means RBI's this particular decision is to favor public but not corporate. Thats where exactly PayPal had no choice other than paying interest to their indian account holders if it retain their money which is a BIG BIG victory of INDIAN paypal users but a set back to PayPal.

PayPal being a pure corporate, it never wanted to pay single paisa as interest to its account holders (as per as I know it never pays. Someone can correct me if I am wrong), it had no choice other than moving money to respective account holders bank accounts. This means my money would not be with PayPal not more than a day max week. Thus I am not freed out of thinking of huge balance being stuck with PayPal with unethical and inhuman limitations. This made me so happy in recent days to think of PayPal. Infact I personally believe its a victory over PayPal by Indians.

Now I dont need to worry about my money being stuck with PayPal for months together. No need to prove infront of it as if I am guilty when it asks for stupid questions like how its asking to baranmod . At the most I can choose some one else if it pose limitation. Infact its little bit more easy with PayPal in India after they impsed PAN card concept. Now.. if some one has a PAN card and BANK account, I dont think PayPal should have any reason to raise issue on identity and where abouts.

Atmost, our PAN related account gets limited, then pick one of our family member PAN and proceed. Thus now, PayPal made our life easy I believe.
