    and i checked the configure file it's there

    it's there but the program can not read it. check the permissions settings for the file in your ftp program.

    If it's not the location then it's the permissions error.

    Of course it's there & it's chmodded 777. I have over 10+ installs and I've never encountered this error.

    Are you sure your config.php in the right location? If sure upload it again with ftp ascii mode.
