Problem with propagation ?

    I am having few sites hosted at a VPS.

    The domains are not always active.Sometimes they seems to be not available in some parts of the world.

    What can be the reason ?

    Bad bandwidth carriers, or some kind of upstream attack against the datacenter.

    Can they ping your VPS IP (when they can't access your sites)?

    Now the VPS is almost down.

    But when the propagation problem is seen, the sites are accesible via US Proxy sites.
