Problem with my ethernet card, pls help

This problem seems to be critical (for me). Let me describe it -

I use LAN Internet. After a session of working in the PC, if I turn off the main power supply switch after the PC shutdown process, my ethernet card doesn't seem to start up next time when I start the PC. To make it work, I require to make an immediate restart. If I shutdown the PC but do not turn of the main power switch, the ethernet card starts up normally when I boot my PC again.

After 8 years, I have switched to new ISP. Now the above problem seems to be solved. Now, even if I switch off main power supply, I don't have to restart to get the ethernet card in working condition. But a new problem has come up.

This time, the problem is in getting a new IP address from server: each time I logoff from Internet and log back in, I am supposed to get a new IP Address. But now, I don't get a new IP unless I shutdown the main power switch after PC shutdown!

When I require fresh IP for downloading purposes from Hotfile or Rapidshare, I have to shutdown PC fully and switch power off to get another IP. What kind of a critical problem is this? One problem gets solved, another weird problem arises.

I know, an easy solution maybe to get a new ethernet card; but I am putting this question here to better understand the problem. I am no expert. This may happen with a new ethernet card, then what?

Experienced DP members, can you please help me with any knowledge about this problem?

in most case, that is not actually a problem.

every time you connect to a dhcp server you get a new ip. and when downloading in hotfile or rapidshare, you at the same time registered your ip to them so you need to wait for about 300 seconds or so.. so you need to get another ip in order for you not to wait right?

so you need get new ip per session to your dhcp server. thus restarting is required to get a new one.
in order for you not to wait, you gotta get a premium member account and that will solve your case.
