Problem with charset..

I have two same index files. One is called index.html and other one is index.php..

When I open html file charactersets looks ok . I use charset UTF8

But when I open reach php file , it chars are not readable. I can read onlt after I change Encoding from my browser.

How to set webserver to show UTF8 ? I use Apache as webserver .
